“Starting immediately, only the United States of America flag is authorized to be flown or displayed at U.S. facilities, both domestic and abroad, and featured in U.S. government content.”

The memo continued:
“The flag of the United States of America unites all Americans under the universal principles of justice, liberty, and democracy. These values, which are the bedrock of our great country, are shared by all American citizens, past and present.”

Rubio stressed the importance of respecting the American flag as a symbol of pride and unity, saying, “The U.S. flag is a powerful symbol of pride, and it is fitting and respectful that only the U.S. flag be flown or displayed at U.S. facilities, both domestically and abroad.”

Exceptions to the Rule

While the policy is strict, it allows for a few exceptions. U.S. facilities may still display the Prisoner of War/Missing in Action (POW/MIA) flag, as well as the Wrongful Detainees flag. These exceptions recognize specific, bipartisan causes that align with national interests.

Consequences for Violations

The order leaves no room for noncompliance. State Department employees who violate the policy by displaying unauthorized flags will face disciplinary action. This could include termination of employment or contract, or reassignment to their home agency.
